The seller could be completely correct. If they had 10 shirts for sale, purchased 10 bags for them and didn't intend to ever sell anything else. What are they going to do with the extra bags? Probably a silly thing for them to do. But people can be indeed be silly......
ADDED: I will say that if they have purchased bags at $5 each but are trying to charge you $10 each you probably have cause to feel not happy in that case.

Combining shipping is not compulsory, so unless it's stated in the listing and that's what you want to do, then it's always best to ask before bidding/buying. Not everyone offers it and you often see $1 res listings where people say no combining. I won 4 items not long ago and the seller refused to combine even though I had bought from them before and they had combined no probs. I paid the 4 lots of high priced shipping and the seller sent the 4 unpacked items in one delivery small bag that was 1/2 the price of one lot of shipping, let alone 4 lots. I did eventually get my money back, but it took a long time. It pays to shop around, and check.
