If it was me, I would remind buyer that they really need to be more careful in future and not buy things they don't really want as other sellers might not be as accommodating or understanding, but was there something else they might want instead?
If they confirm they just want the refund, I would refund the Ping payment, which automatically gives you the success fee refund, but won't refund any promotional extras you may have had on the listing, then relist and hope to find a more reliable buyer.

The page you want in the Help section is Buyer has pulled out of the sale
Really for a change of mind, as the Seller you aren't obligated to refund However without shipping payment made, leaving you retaining the item, you may end up Refunding here if your Buyer doesn't heed TM's warning and follow through with the purchase. - Your Success Fee will be refunded so you can Relist the item.
What you can try:
- Email your Seller back reminding them by purchasing they have created a Legal contract - they have a legal obligation to complete the Trade.
- Place Feedback stating Awaiting shipping payment - Feedback placed often results in the Buyer's action to follow through with the Trade.
- Apply for your Success fee refund and await the outcome of TM's assistance here.

The easiest option is to just refund them and relist. No hassles T-Me will refund your fees and you just go right ahead and relist - Honestly the amount of times I relist something just to have it sell for more the second time around is staggering, we did some lighting a few weeks ago, $54 then buyer backed out, we relisted and got $148, this happens a lot.
You would also be within your rights to stand your ground and not refund, tell them that they own it now, and if they don't want it, they can make a listing and sell it themselves or give it to a charity shop or something, not your problem, if its not collected in 3 months then it is abandoned goods and you can sell it again.
But to be fair refunding them and just relisting keeps things moving, and there is a good chance that Karma will reward you with a better price second time around.

Reminded buyer that they entered into a legal contract, so that seems to have helped. Shipping costs paid, so deal went through, item booked for pick-up. 🙏🏼
