Do buyers now have to pay more of a fee to purchase?

was told by 1 trade that they(buyer) now have to pay (a fee for purchasing - on top of the trade & postage)

The Service fee applies to Ping payment purchases Only, on most Marketplace Listings from Casual Sellers Only, on purchases above $20. - It doesn't apply to In-Trade Sellers purchases. - There is a FAQ section and there are some exemptions which you can find through the Help file below under the Sub-section "A Service Fee"...
