Which is it...
Under the new system I can list many items, seemingly without a selling limit.
When it reverts me back to the old way (even if i click on 'mobile' view), i'm required to pay the 10 cent per listing fee as i'm over my allowed listings.
Which will it be in the end? Today the old system, no doubt tomorrow the new. And the day after that who knows.

We are switched between the old & new sites depending on which site at the time supports the process we're attempting to carry out. The 10cent HVL - High volume listing fee is applicable to all listings once you go over your allowed limit therefore if you haven't been charged this there may be a bug in the system which will potentially catch up with your Listings. - Cheers.

That bugs been here at least 6 months.
It's a pain as it rarely automatically updates the listing number we have until it's too late.
We try to be more alert when we know we are around say 35 items to play safe
