Confused about promotions
I have a listing for a product that I have stock of. I want to promote it. My product is only $14. So if I pay the $9.95 best promotion option, will I be charged $9.95 every time I re-list when one sells? Or is it a one time fee that lasts no matter how many sell? I have not been able to find the answer. Please help.

Any promotion fees for an auction of a general item are for that listing number only. Each time it's relisted it will incur the fee. If you have multiple identical items AND you list it as a Buy Now Only listing with multiple quantities selectable MQL, then as one sells the listing remains the same listing number so you still pay just one promotional fee per listing, but your listing stays till the items either sells out, or the end time of the listing is reached. Good idea when doing this is to set the listing to be a 10 day listing, that way you only pay the promotional fee once per 10 days, not once every time one sells and relists.
Not sure if MQLs are able to be listed these days on the latest standard listing method, or if you need to use My Products where MQLs work just fine.

Do the MQL Listings auto renew themselves every 30 days even though they are indefinite listings until all items are sold or the listing is withdrawn?

MQLs get a new listing number and relist based on whatever listing duration you set eg 1 day, 3 days, 7 days etc. They can't be listed for longer than a std auction ie 10 days max. Most std categories for general items eg electronics, home & living, etc have a $9.95 Super feature promotional option.

I tried to create a new MQL or My Products listing, but I can't see that option anywhere.

I didn't find the $9.95 in the Health & Beauty section under hair dye, if that's the one, as it's a highly competitive market the best option to get atop for you would be the Feature $3.45
As upgrades have recently been applied to general listings the quantity box has been removed from the Price & Payment page & replaced with the 'Send payment instructions' instead - unfortunately there is currently no workaround for this other than using the My Products selling tool which is free for both Casual & In Trade Sellers.
