How to set up multiple quantities

There are 3 parts on the listing you need to look at Amber.

Set the Stock box to how many you have and want the buyer to be able to select.

Then set the price as Buy Now only. If it's a std reserve price the buyers will not be able to choose more than one. This is the important one and in conjunction with the stock qty makes it a MQL.

Then, choose if shipping is to be charged per item, or per order.
