Technically if the seller has stated that it is free shipping then that's what it is. You could push the point but in saying that if they have made a genuine mistake you might want to take that into account.
If the price (including shipping) is still good for the item you purchased then maybe consider paying it as a gesture of goodwill. If she is adamant she isn't going to send it for free then you can't really get blood out of a stone. Just depends how much you really want the item I guess.
You might want to suggest she uses "Book a Courier." Then there will be no petrol costs involved, as the courier will collect it directly from her. The total shipping price is likely to be cheaper as well with BAC.

The answer is no - Free is shipping is Free, and its up to them to absorb the costs, mistake or not, you agreed to a deal.
However, you have no way of actually compelling them to do so, It may just be simpler to pay the $8. Just ask yourself is the item worth another $8 -
Do you need it?
Is it something you have wanted for a long time?
Is it hard to get?
Does it complete or enhance a prized collection?
If the answer to these question is YES, then just pay the $8 to get it done - But only if you are prepared to Trust them! You do run the risk of them absconding with your original payment, and now a further $8. If they have a good track record then you should be fine, just have a look back through their feedback's and see what any reds or blues are for.
