Trademe can you tell me why I have 29 happy smilies and now 1 redface and 0 neutrals and still have only 96.7%, surely it could be lifted to 99% or 98%?

Giving bad feedback about a broken package and then getting bad feedback back as payback. Hi Trademe, I gave someone some feedback (the red face) and explained that the communication was excellent and timely, however getting the product (figurine) with a broken tail possibly during shipping made me give them the red face. After I gave feedback, the seller gave me feedback as a payback and gave me a red face for giving her a red face! I want to know how we are able to sell and list things on trademe without having to go through the process of getting a dealers licence or informing ird and that sort of stuff. When is it classed a business if your selling second hand goods?
