Buyer has no money, can the item be offered to the under-bidder

I sold a car but the buyer had no money , so it was relisted. Now for the second time the buyer has no money.
Is it possible to offer it to the under-bidder at their bid

Sorry to read you've been mucked around twice now,
Yes! If the car is an Auction or Buy Now Listing you can send an FPO out to the underbidder at their last bid price from your Sold items - FPO's can only be sent from the Desktop site, this feature is not yet available on the App's. - If this is a Classified you would have to Relist the car. - All the Best with Sale - 3rd time Lucky! - Cheers.

Yes it was an Auction... both times.
How do I send a FPO. ( I assume that is a Fixed Price Offer)
I can see the underbidder username in my bid history.

If you access TradeMe on the Desktop site, through the Browser of phone or device if you're not using a pc/laptop - go to your Sold items > Select the Listing > Look for 'If the sale falls through' - bottom right of the page you will see in a red outlined box the option to send a Fixed Price Offer (FPO) or Relist the Item - Cheers.

Just checking back to ensure you have also requested a refund of your Success Fees for the Sale which didn't go ahead - If you still need to claim the Fee back, Refer to the Help section Apply for a success fee refund which shows you how to claim this depending on which device you are using - Cheers.
