I have a GET NOTICED FEE on a listing HOW THE HELL DO I GET RID OF IT

I am not sure what a "GET NOTICED FEE" is, but if you refer to your account summary it will show you what any fees you have paid are for.

You don't seem to have any items listed on this account currently. 

If you are referring to an item that has closed, when you relist just make sure you don't have any boxes ticked for promotional extras if that's what you mean.
