My Product Shipping Template (no option for Rural fees)

I decided to have a look at My Product
It lack the ability to customize

I tried to add a rural shipping option and because it is a drop down menu it is not possible

How do sellers added a rural shipping option?
As there are Urban address and then there are Rural addresses that cost an extra delivery fee on top of the standard shipping cost with the courier
