Have just won a bid on a vehicle.  I am trying to arrange a bank transfer, however to set up a new payee in my account I need their location (street address).  The vendor will not provide either their phone number, nor their street address for vehicle pickup, and are insisting I do a cash deposit into their account to purchase the vehicle.  They will not accept cash on delivery.
