Hi annette. The next step is to cancel the trade if the buyer was meant to be arranging shipping but hasn't done so.
You do need to give him a clear warning and a reasonable timeframe that is what will happen though. I'd send through a final email something like; "Unless shipping for item xxxx has been organised by (time), (date) I will consider the trade cancelled and relist the item."
If they have already paid for the item you will of course need to then organise a refund for that.
Is this a large and or difficult item? Arranging shipping yourself is actually pretty painless via Book a Courier right on here.

Was this listed as a buyer must pick up auction? I was this a shipping to be arranged? (But found you could not do shipping until after the listing went live?
If it was listed as buyer must pick-up, then its on them to make their own arrangements for collection, be them picking up themselves, getting a friend to collect, or arranging a company like Pack and Send to come and collect it (They also package - so you don't have too).
If your buyer refuses to do any of this, then you relist. (If they have paid you, ask for a bank account number so you can refund them, if they refuse to give you the account number to be refunded, well then thats another bridge to cross....).
If you had created a Shipping to be arranged listing ... then they would have a reasonable expectation that it would be shipped by you in some form or other.
Did your auction state "Buyer must pick-up or arrange own shipping " ?
