You can't. You need to ask questions while the auction is running, although you could see if they have other listings and ask your questions on one.

Bugger! Sadly they have no other listings, if I were to accept there price offer would it open communication with them without 100% committing?

If you accept the offer you are agreeing to the terms and everything else in the listing, so not a good idea to accept unless you are going to complete the purchase. The seller may be understanding, but legally they don't have to be.

So when you receive a fixed price offer, how can you review what the details of the listing were originally, to enable you to accept the offer?

You click on the link to the fixed price offer and have a look. Just as if the listing were still live.
If you need more info than what's shown, you can't ask questions, but if the seller has other listings you could ask on one of those.

So I click on the link and get this.. no option to view the original listing and details.

Get same result accessing viewing Fixed Price offers area under "My Trade Me"

Strange. On my fixed price offer page I get a link to click to Review offer like below, and that takes me to the full listing details where I can see everything and accept or decline, like this.

How do I close the auction and let the highest bidder know they have won?

You can't. The bidding continues until the close time as shown on the auction. You never know, the current winning bidder may get outbid and then bid more! Once the auction closes, the buyer will have your contact details, and you will have theirs to arrange completion.
