For My Products automatic Fixed Price Offers on multiple-quantity listings, does Trade Me automatically exclude members who have already purchased from that same listing, even if they remain on its watchlist?

Yes! If someone has made a purchase from an MQL they are not included in the auto FPO if your item remains on their watchlist however once the MQL is relisted they would receive an auto FPO on the new listing if the item remains on their watchlist without a purchase made on that new listing. - Cheers.
