I have accepted the offer from seller, I have paid the seller the cash for purchase when picking up purchase but now there is no option on the sale page to pay service fee or place feedback on this sale - only an option to view feedback they have placed for me and a link to pay instantly but of course I have already paid cash

Some items you can't place feedback because these are classifieds, so there is no record of who purchased the item.
Was this a vehicle or pet or something like that?

Turns out i have placed feedback and it looks like i don't have to pay fee if i didn't use ping so all good thank you
