My Products - Shipping Template - How to add a shipping option for Australia?

Basically you can't if you are making a new template from scratch. 

I have a few old ones set up that still allow the option of free text to add whatever you want in the text field. I'm not sure if you will still be able to set one of those up.

Do you get a lot of sales to Australia? I'd be lucky to get 3 or 4 a year. Usually they know to ask about shipping costs first. If you do sell a lot to Aus, it's definitely something you should contact Trade Me about to explain the issue.
