If I wish to close my section listing within the 56 day period and relist within 45 days do I incurr any relisting fees

No you won't incur any relisting fees unless you choose to relist with a promotional extra as in a Feature combo for $199. or Super feature combo at $329. - There is no withdraw fee for your section. - Cheers.
