Looks to me the FPO function has changed and for the worse. There's no way to see the watchers and who to offer the FPO to. If my listing only had a couple watchers and I know I've offered it to them before then I won't waste the time and will just relist it. As we know, often relists just carry the watchers over in the relist and people won't remove things from their watchlist.   Probably can't see who declines an offer anymore either.
