I think responding to a fixed price offer should be mandatory (accept or decline). After all if you watchlist something, you must have some sort of interest in it. Loads of times recently I have done a Fixed price offer and had no response whatsoever, which in my opinion is pretty rude. In real life if someone offers you something, not responding would be considered rude I don't think its any different online
