Good Grief - Yes! Definitely Report the winning Bidder to TM, they have a Legal obligation to complete this Trade, by continuing to Bid & Win the item they have formed Legal Contract - Refer to Trade Me site terms and conditions

If you are 100% certain they have pulled out you can offer the 2nd Bidder a Fixed Price Offer if you so choose to. - An independent review of their feedback page will let you know your Best move here. - You can certainly Blacklist your winning Bidder.

Tell them you were running a straight up auction no shill bids, if they don't like the price they shouldn't have bid, you probably better off just offering the item to the second highest bidder anyway and leave bad feedback on the Top bidder for not following through

Thanks so much for your advice S and Rich.
The tone of the winner’s email this morning leaves me uninterested in pursuing the sale. “ (xxxxx) last bide was $390, I recommend you accept her bide. The difference is $10 which I will pay you. But I don't want (Your) tent. I did warn you about xxxxx and you chose Not to take any action.”
During the auction the second bidder responded via Q&A to main bidder’s accusation “ I know its me your referring too. I have only just started buying off trade me as it is more reliable than face book. So if I win auction then I will carry out purchase” however their feedback is -1 so I’m not keen on trading with them either. Both of these bidders locations are a long way from me and the item was pickup, not a reason to object to selling, but raises a small red flag for me.
Emailed buyer reminding them of their obligation this morning but no response. Another red flag is their trading name is quite different from their email Hotmail name.
I’m reluctant to leave negative feedback (22 positive/0 neg) as they will retaliate I’m sure, both traders are now blacklisted and item will be delisted to Authenticated Buyers only. The winning bidder is authenticated but black list will prevent bidding.
Will be reported tomorrow when Live Chat opens.
Not much more can be done unfortunately

Your auction winner is an absolute D-head, what a prize imbecile that clown is. He needs to go onto your blacklist. He has also ruined the experience for your under bidder as well, if anyone is the troll, its this Muppet.
I do feel a bit sorry for your under bidder - yes if they live far away and its a buyer must pick-up auction, that is a big red flag, but perhaps they were going to have a friend collect on behalf, or make some other arrangement like that.
In the end its up to you who you trade with, but we were all newbies and noobs and some point or another, traders with 10k feedback ratings all started at zero in the beginning, I tend to give new users the benefit of the doubt to start with - yes you do end up coaching the odd one, but they become better traders for it, and someone coached me through it in my beginning as well, so I view it as giving back.

Hi Simon, I agree with everything you said about the buyer and his attitude really takes the cake! I find it odd that he feels the need to punish me for not listening to him, but why would I? I don’t know him from Adam, so weird. He is most definitely blacklisted.
I reported to TM who will contact buyer, hopefully with a strongly worded response.
And I’ve decided to make a fixed offer including the second bidder. You are right, they do deserve a chance and my comment to them in answer to their Q&A comment defending the buyer’s accusation was, and as you have said, ‘everyone has to start at the beginning’.
I do appreciate other traders support on here, helps to reduce the frustration, thanks, Jenny
