can you block a buyer?

i have had 2 occasions where the same bidder had purchased items,
first time via auction - he was emailed 3 times, in the last i mentioned they would not get positive feed back
the second using the offer option [not realizing it was this person again]
been unable to contact this annoying person and wonder if i can block him from further auctions
